Two municipalities create two very different residential winter-service environments

The City of Langley and Township of Langley recorded a combined 161,566 residents and 59,526 private dwellings occupied by usual residents in the 2021 Census. Langley City contains only 10.18 square kilometres, while the Township extends across more than 307 square kilometres. This creates a sharp contrast between compact urban apartment routes and widely distributed Township residential communities.

Langley City’s housing is strongly concentrated in low-rise apartment buildings. The Township’s multi-unit housing is more ground-oriented, with substantially larger numbers of row houses, townhouse communities and apartments in duplexes. Together, row houses and apartment forms represented approximately 31,150 occupied dwellings—just over 52% of Langley’s classified housing stock in 2021.

Langley recorded 10,870 occupied apartments in buildings under five storeys. Of those, 7,445 were located in Langley City, where low-rise apartments represented approximately 59% of occupied dwellings classified by structural type.

Concentrated access at a smaller number of properties

Only 1,520 occupied dwellings were located in buildings of five or more storeys across both municipalities in 2021. These properties create concentrated winter priorities around lobby entrances, accessible routes, loading areas, parkade ramps and heavily used pedestrian connections.

Langley Growth Is Expanding the Property Mix

Langley City has a provincial target of 1,844 net new homes between August 2024 and July 2029, including owner, rental and below-market housing. Continued urban development will add more apartment entrances, sidewalks, parking areas and parkade access points within the compact City boundary. 

The Township describes itself as one of Metro Vancouver’s fastest-growing communities. Its housing planning anticipates demand for more than 34,000 additional housing units, with much of the growth continuing through Willoughby and other urban centres surrounded by lower-density and rural areas.

LANGLEY BYLAWS & LIABILITY

Langley Snow Removal Bylaws & Liability

Two municipalities, two sets of local rules—and one need for clearly assigned property responsibility

The City of Langley and Township of Langley are separate municipalities with their own snow-clearing programs and bylaw wording.

In Langley City, owners or occupiers must clear snow and ice from bordering sidewalks and walkways within 24 hours after the snowfall ends, or before accumulated snow exceeds 10 centimetres. Snow or ice on a roof or structure must also be removed immediately when it creates a falling hazard over a road or sidewalk. 

In the Township, residential sidewalks and walkways must be cleared within 24 hours of the first accumulation of snow. Commercial, industrial and institutional properties must clear bordering or adjacent sidewalks daily by 10:00 a.m.

Those municipal rules address bordering public routes. Private strata roads, parking areas, walkways, ramps, stairs and entrances require separate winter-maintenance plans.

Both municipalities instruct owners to place cleared snow on private property rather than pushing it onto streets, roads, sidewalks or other public routes.

Municipal Plow Windrows Remain a Private Access Issue

Public-road plowing can redeposit snow at driveway entrances and along sidewalks. Both municipalities advise residents on snow placement to reduce—but not eliminate—this problem.
