Chilliwack’s Highway and Traffic Bylaw requires an owner or occupier adjacent to a sidewalk, public footpath or multi-use path to remove snow and ice as soon as practicable, and in any event no later than noon on the day following its deposit. The City goes a step further in its public guidance by specifically stating that stratas are responsible for sidewalks adjacent to strata common property.

Strata common-property frontage is a strata responsibility.

Noon Is the Outside Deadline
Chilliwack does not simply say “clear by noon.” Its bylaw first requires removal as soon as practicable following snowfall, icefall or frost, with noon the following day functioning as the outside deadline.
Noon is a deadline — not necessarily the ideal service time.

Sidewalks, Footpaths & Multi-Use Paths
The municipal requirement expressly includes a sidewalk, public footpath or multi-use path adjacent to the property. This matters on larger residential sites with more than one type of public-facing pedestrian connection.
Frontage can include more than a conventional sidewalk.

Strata Common Property
The City explicitly states that stratas must clear sidewalks adjacent to the strata’s common property. That makes the relationship between the municipal rule and strata-managed frontage unusually clear in Chilliwack.
